Apocalypse's accelerated perception allows him to see Quicksilver moving in slow motion; despite the fact that he is moving at supersonic speeds.
Accelerated Perception is when the user's mind perceives and processes information at such speed that time, for them, is in slow motion. This allows them to see or hear things that would be moving too fast for an ordinary person to perceive.
