Brock Rumlow was a highly trained S.H.I.E.L.D. agent who was the team operative of the sub-blackops division known as Strike and a HYDRA sleeper agent. He shared the history of his counterpart up until 2012 when Captain America stepped into the elevator whilst they tried to secure the Chitauri Scepter.

Biography
Avengers: Endgame
In 2012, following Loki's defeat in the Battle of New York, Rumlow and his Strike agents arrived to take custody of the Chitauri Scepter under the guise of doing so for S.H.I.E.L.D., Steve Rogers recognized Rumlow and the other agents as agents of HYDRA and boarded the elevator, claiming that Alexander Pierce sent him to take the Scepter. Rumlow grew suspicious and went for his gun, but Rogers gained their trust by saying "Hail, HYDRA" and retrieved the Scepter from them.
