Douglas Ramsey, also known as Cypher, is a mutant who can understand and communicate in any language. He is also a student of Xavier's School of Gifted Youngsters.

Cypher was a mutant student of Charles Xavier with the ability to translate any language. His name appears on William Stryker's list of known mutants. He attended Xavier's English class once the school was back up and running.
