The Flag Smashers were an anti-nationalist group of Super Soldiers who wanted to restore the world to how it was during the Blip.

The Flag Smashers enact their plan to take the GRC hostage and force a change. However, they are thwarted by the combined efforts of Sam Wilson, now Captain America, Bucky Barnes, John Walker, and Sharon Carter. After refusing to stop, Karli Morgenthau is killed by Carter while Walker and Barnes arrest the other Flag Smashers. However, the Super Soldier Serum-enhanced members are killed in a car bomb by Helmut Zemo's butler on their way to the Raft.
In the aftermath of the Flag Smashers defeat, Wilson publicly pushes for the GRC to change their policy, recognizing that while the Flag Smashers were misguided and wrong in how they went about their plans for change, they weren't wrong about the need for it.
Despite the defeat of the enhanced members of the group, at least some members still exist or at least those sympathetic to their cause as one of the soldiers loading up the captured members into the van reiterated the Flag Smashers' moto as he did so.
