Harold Proctor was a man from New Jersey who became Phil Jones in the reality of "WandaVision", a resident of Westview, neighbor to Wanda Maximoff and Vision and former employee of Computational Services Inc.

Harold Proctor was pinning up an ad for piano lessons when Wanda Maximoff drove through town to visit 2800 Sherwood Drive, the plot she had bought with Vision. Harold was absorbed into the reality of "WandaVision" when Wanda inadvertently created the Westview Anomaly and became the character "Phil Jones".
"Filmed Before a Live Studio Audience"[]
Phil Jones was fired from Computational Services Inc. for hosting a bad dinner party for Mr. Hart and his wife. He left the office with a box full of his belongings whilst Vision fretted about his own dinner party.
"We Interrupt This Program"[]
Darcy Lewis recognised that the radiation from the Westview Anomaly mimicked television broadcast waves and tapped into the broadcast. Using the new visuals, they were able to identify Harold Proctor based on the footage from Computational Services Inc.
"Don't Touch That Dial"[]
Phil Jones was part of the neighborhood watch meeting in the Westview Public Library where he offered around pastries.
Later, Phil attended the town talent show where he participated and played the piano. He then watched the other acts alongside his wife Dottie.
"Now in Color"[]
During one of Wanda's contractions, the power in Westview went out. Dottie asked Phil if her new earrings made her look fat just as the power cut out plunging them into darkness much to Phil's relief.
"The Series Finale"[]
Phil was in the street when Agatha Harkness freed the townspeople from their enthrallment. Harold and the rest of the town immediately marched over towards Wanda Maximoff to demand freedom. Overwhelmed, Wanda yelled out and accidentally strangled the townspeople. She quickly magicked away the strangling and opened the anomaly telling them all to run.
After the Hex was completely gone, Harold and his neighbors glared at Wanda as she prepared to leave, unable to forgive her for what she did to them.
