Hawley and the rest of the World Security Council were discussing Project Insight with Alexander Pierce before their conversation was interrupted by Nick Fury.
Later, the Council travelled to the Triskelion to witness the launch of the Insight Helicarriers. When Captain America announced that Alexander Pierce was a member of HYDRA, Pierce took the Council members hostage only to discover that Black Widow was disguised as Hawley and proceeded to take out his guards.

Following the escape of Captain America and Winter Soldier, Thaddeus Ross asked Hawley to use her resources to track down Black Widow as they believed the Avenger betrayed them and helped the fugitives escape.
