In Spider-Man: No Way Home, Cleary is a no-nonsense and stoic individual, who always takes his position as an agent of the Department of Damage Control very seriously.
Cleary is arrogant and egotistical, for example, during his interrogation of May Parker, he tried to speak down May as if he was superior to her, but Cleary was quickly put in his place by May.
Cleary has a hatred towards superhumans due to their destructive capabilities rather than seeing the good that many of them do.
In Ms. Marvel, after video footage of Kamala Khan utilizing her powers at AvengerCon was released on the internet, Cleary had one of the witnesses that, was present at the event, Zoe Zimmer, brought in for questioning.
Despite Cleary's prejudice, there are lines that he is unwilling to cross, for example, when he had ordered Sadie Deever to search every community center, mosque and temple in Jersey City for Kamala, he told her to do it in a respectful manner.
When Cleary learned that Deever was planning to attack Coles Academic High School, due to the fact that Kamala and Kamran were hiding there, he became concerned about the public backlash that Damage Control would face for attacking a minority minor in a school and told Deever to call the attack off.
Deever defied Cleary's orders and proceeded with the attack. Enraged by Deever's insubordination, Cleary immediately fired her from the agency.
