Biography[]
Captain America: The Winter Soldier[]
Rockwell and the rest of the World Security Council were discussing Project Insight with Alexander Pierce before their conversation was interrupted by Nick Fury.
Later, Rockwell and the rest of the Council travelled to the Triskelion to witness the launch of the Insight Helicarriers. When Captain America announced that Alexander Pierce was a member of HYDRA, Pierce took the rest of the Council members hostage only to discover that Black Widow was disguised as Hawley and took out his guards. Alexander Pierce activated the badges the Council had been given them when they arrived at the Triskelion and was killed.
