Roeder was a high-ranking general who served within the Third Reich. During the war, in which Captain Carter and her partner the HYDRA Stomper had been wrecking havoc towards HYDRA, Roeder had been sent by the Fuhrer to have Johann Schmidt present himself in Berlin, but was betrayed when Schmidt proclaimed that the Third Reich will fall in order for HYDRA to rise from its ashes.

"What If... Captain Carter Were The First Avenger?"[]
Upon arriving at Castle de Krake, Roeder and two of his guards arrived to confront Johann Schmidt, who had been secretly planning to unleash a weapon of whom he plans to make as his champion. After informing Schmidt how Captain Carter and the HYDRA Stomper had been wrecking havoc against HYDRA and that the Fuhrer demanded his presence in Berlin, Roeder was deeply irritated of Schmidt's refusal and believed that he lost his mind. Before he could continue mocking him for his failure, Roeder was suddenly shot in the stomach. While remaining badly wounded on the floor, he looked on in horror just as Schmidt revealed to him his true face as the "Red Skull".
