The Time Variance Authority Official Handbook is the official guide to all of the technology used by the Time Variance Authority. A second edition is later published.

Loki[]
"Ouroboros"[]
As O.B. led Loki, Mobius and Hunter B-15 to the Temporal Loom, he explained that information about it was in the TVA Guidebook. O.B. tossed Loki a copy and explained what the handbook was and how O.B. had written it himself.
"Breaking Brad"[]
When Loki and Mobius brought him Brad Wolfe's modified TemPad, O.B. handed them a copy of the handbook and told them that everything that they needed to know about the TemPads was in there, leaving Loki and Mobius to research it by themselves while O.B. worked on fixing the impending meltdown of the Temporal Loom. The two attempted to use the handbook to take the TemPad apart, but they struggled to understand the instructions with Mobius complaining that they were like gibberish. After seeing the two struggling, Casey revealed that the modifications didn't block trackers like Brad had claimed, asking if they hadn't read the handbook.
After Hunter B-12 brought Casey to help O.B., Casey realized that O.B. was the Ouroboros who had written the handbook. An excited Casey told O.B. that he'd practically memorized it and Casey asked O.B. to sign his copy of it for him. However, Hunter B-15 interrupted the two men before O.B. could sign it for Casey.

- "Now, do you see that window there?"
"Uh-huh."
"The important person you're gonna meet? The one at the End of Time? He told me that we need to put this package in that window."
"That's it?"
"What do you mean "that's it?" It was his plan, meant to protect all of time." - ―Ravonna Renslayer and Miss Minutes.[src]
As part of He Who Remains' backup plan, Ravonna Renslayer and Miss Minutes traveled back in time to 1868 where Renslayer left a copy of the handbook for a young Victor Timely at the exact moment in time that He Who Remains had specified. This created a branched timeline where Victor used the knowledge in the handbook to begin building his own version of the TVA and its devices, creating a prototype Temporal Loom and Time Stick by 1893. The intention of He Who Remains was to groom Victor, who was a variant of He Who Remains, as his replacement in case of his death. By 1893, Victor's copy of the handbook was worn and old, but he continued to use it as a guide towards building the devices described within it.

"Yeah, that's me."
"You wrote the TVA Handbook."
"Well... Yes, I did. But I learned everything I know from a brilliant 19th-century inventor named Victor Timely. If he'd had the resources, he would have been bigger than Einstein. What did you say your name was?"
"Victor." - ―Ouroboros and Victor Timely meet.[src]
When Victor Timely was brought to the TVA, he was carrying his old worn copy of the TVA Handbook with him. Upon meeting Ouroboros, Victor recognized him as the author of the TVA Handbook while O.B., unaware of who Victor was, revealed that he'd learned everything that he knew from Victor Timely, meaning that Victor and O.B. had learned everything that they knew from each other's work, creating an ontological paradox. The two excitedly agreed to sign each other's handbooks, but Sylvie interrupted them before they could actually do it.
After being captured by Ravonna Renslayer and Miss Minutes, Victor used his copy of the handbook to demonstrate how they would use the Throughput Multiplier to fix the Temporal Loom.
"Science/Fiction"[]
After the meltdown of the Temporal Loom, Loki took a handbook from a desk in the TVA which was witnessed by a time slipping Loki from about a minute in the past. As the TVA was destroyed, Loki put the book into his pocket and escaped with it by time slipping.
After meeting Dr. A.D. Doug, PhD - Ouroboros before he was taken by the TVA - Loki provided him with the handbook so that Doug could build a TemPad for their plan. The handbook allowed Doug to build a TemPad in just 19 months using 1990s era technology, some of which was due to Doug needing to take a break after his wife left him, he lost his job, and he had to move out.
"Glorious Purpose"[]
O.B. received a box containing copies of the Time Variance Authority Official Handbook Second Edition. The new edition of the handbook credited both O.B. and Victor Timely as the authors.
In 1868, a young Victor Timely experimented and looked towards the window, but this time, the package containing the handbook did not come through it, sending Victor on a different path and effectively erasing from existence the branched timeline from which the Victor who had gotten the handbook and built off of it came.

According to O.B., the handbook is "a detailed index of every mechanical classification and maintenance routine in each sector, on each device, and inside every computer program at the TVA." Known subjects include the Temporal Loom and TemPads, although only Casey is known to have actually read it. Casey, O.B. and Victor Timely all tried to get autographs on their copies, but they were interrupted before it could actually happen. Due to having the book for twenty-five years, Victor's copy is old and worn when compared to the copies of everyone at the TVA which are new and pristine.
The information contained in the handbook is essentially a copy of O.B.'s life's work at the TVA. It was enough for Miss Minutes and Ravonna Renslayer to set Victor Timely down the path of becoming a replacement for He Who Remains by providing a copy of the handbook to his younger self, incidentally creating an ontological paradox because O.B had based his work on Victor Timely's and Victor had based his work on O.B.'s from the handbook. Within twenty-five years, Victor was able to replicate some of the technology covered in the book, including the Temporal Loom and Time Stick, using only 19th century technology. After getting a copy from Loki, Dr. A.D. Doug - O.B. before being taken by the TVA - was able to build a TemPad using 1990s era technology in just 19 months, something that he had said could take a lifetime to do from scratch. Notably, it only took Doug 19 months because he had to take a break after Doug lost his home, wife and job during that period of time.
There's also a picture of the author somewhere inside as O.B. offered to sign Casey's copy of the handbook next to his picture.
